- Cambodian Organizations must be tax-exempt organizations approved by the Ministry of Economy and Finance; non-governmental organizations (NGOs) (associations and foundations) registered with the Ministry of Interior; or international NGOs (INGOs) operating with a current memorandum of understanding (MOU) with the Ministry of Foreign Affairs and International Cooperation.
